2D AI Jittering Fowards and back

I’ve tried adjusting the speed, repath rate, end-reach distance, slowdown distance, and adding a smooth modifier.
No matter what i try the AIPath jitters back and forth whenever its target moves.
heres an example of the problem

I’m not quite sure what could be causing that. It looks more like a frame rate drop or something? Could you verify that this is not the case?
